Step 1
Create a 800×400 image and fill it with #ff6601. Then make a new layer and select everything. Use the ellipse selection tool and make a selection like the following.

Step 2
Make a new Raster Layer. Fill it with the Radial white-to-transparent gradient.

And set the blending mode to Overlay. Set the opacity to 20.

Step 3
Make a new layer and add your desired text. I choose Arial and make it bold with a font size of 150 and tracking of -0.070. I made the color black.

Keeping the selection on (don’t de-select), press Ctrl+Shift+F to remove the floating layer. Then, make a new Raster Layer and move it under your text layer. Expand the selection by 7 pixels, and fill it in with white.

Step 4
Keeping the selection selected, make another layer and move it under your white-text layer. Expand the pixels by 15 pixels, and fill it with the same color as your background.

De-selecting, go to Effects > Artistic Effects > Halftone, and use the settings below. You can, of course, play around and see what looks best.

Conclusion
This is a simple technique, but one that looks really cool. I got inspired by this by a box I found in my house, one Kit-Kat box. Turned out pretty well! Enjoy.
